From the Editor
As the Journal of 21st Century Engineer enters its fourth year in publication and continues to gain more national recognition, it was proposed that the name of the Journal be changed to reflect its expanding mission. The Journal Editorial Board of Directors voted unanimously to change the name to The International Journal of Modern Engineering (IJME). Upon this change, a new logo was designed and approved by the Board. Subsequently, the entire Journal’s archive was modified to reflect the new logo and name. The Journal still retains its domain address http://www.21centuryengineer.com) for the time being.
There were also some changes to our editorial staff. Dr.

This special issue of the Journal consists of four articles,
a software review, and a book review. The Journal now has achieved its
long-term goal of a balanced representation of both engineering and engineering
technology. For this special issue the Editorial Board chose two papers from
the recent CIEC national conference in
The Journal is also planning to sponsor its first international conference in the spring of 2004. The conference title is The first International Conference on Engineering and Related Technologies. It will include broad topics in engineering, engineering technology and industrial technology.
